Hard Rock Cafe, MAKATI, December 12, 2011 - The Outdoor Advertising Association of the Philippines, in its 4th General Membership Meeting and Christmas Party, elected new directors for the year 2012.

Elected as directors were:

Joevy Bacolcol - United Neon
Norman De Leon - Summit Outdoor
Danny Adapon - Luneta Advertising
Ed Acosta - EDA Billboards
Danny Sembrano - Parkads
Delia Magtoto - DDBS
Ramil Gutierrez - Sights and Sites

Frank Abueva - Advertising Associates

Directors are to elect among themselves who will be the designated officers.

Typhoon Pedring

The timing could not have been more eerie— and the fear was back.

Two years to the day after Tropical Storm “Ondoy” drowned hundreds in a massive flood in Metro Manila, a fiercer storm—Typhoon “Pedring”— on Monday barreled its way into Luzon and pummeled the country’s eastern coast with winds of 140 kilometers per hour near the center.

Authorities ordered more than 100,000 people to flee their homes, shut down schools, halted all ferry and fishing boat operations in several provinces, and canceled 39 domestic flights.

Weathermen warned of floods and possible landslides.

Pedring, with winds gusting up to 170 kph, was expected to make landfall in Casiguran, Aurora province, early Tuesday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

If there were no changes in its track, Pedring might also hit Central Luzon, the country’s agricultural basket, and sideswipe densely populated Metro Manila, with its 14 million people.

The Metropolitan Manila Development Authority (MMDA) sought court permission to roll down billboard tarpaulins across the capital with the approach of Pedring.

In September, the Outdoor Advertisers Association of the Philippines questioned the legality of the MMDA’s drive against billboards and asked a Makati City court to stop the agency from taking down the structures.

“I find it necessary to file the motion to prevent any possible accident or damage that may be brought upon lives and property by falling billboards along the major thoroughfares,” said MMDA Chairman Francis Tolentino.

At 4:00 am today, Typhoon "KABAYAN" was located based on satellite and surface data at 1,055 km east Northeast of Basco, Batanes (23.9°N, 133.1°E) with maximum sustained winds of 165 kph near the center and gustiness of up to 200 kph. It is forecast to move west Northwest at 11 kph. Meanwhile, the low pressure area (LPA) and was estimated at 100 km West of Sinait, Ilocos Sur (17.5°N, 119.5°E).

ADVISORY ON TYPHOON “CHEDENG”

RE: ADVISORY ON TYPHOON “CHEDENG”

As per SMS received by the OAAP Secretariat last May 22, 2011, from
Director Susana Cruz, NCR, Office of the Civil Defense, of the National
Disaster Risk Reduction Management Council (NDRRMC), stated below
are preventive measures covered by the NDRRMC PREPAREDNESS PLAN for
typhoon “CHEDENG”, as follows:

1. Alert all LGUs and member-agencies of the MMDRRMC for an
emergency meeting.

2. Convene the MMDRRMC for an emergency meeting.

3. Outdoor Advertising Association of the Philippines to roll down all their tarpaulins to prevent future emergencies.

4. To activate OPCEN to EOC of the region. All LGUs and member-agencies
to do the same.

5. Monitor the whole of the region.

6. To conduct pre-emptive evacuation when necessary.

7. Activate volunteer groups.

8. Stockpile and pre-position the relief goods of DSWD-NCR and the LGUs.

9. Use of the tri-media and social networks for the dissemination of information and guidelines.

10. Preposition the response assets of the entire region.

11. Activate HEMS and PRC for Emergency Medical Services.

In compliance with the PREPAREDNESS PLAN of the NDRRMC together with
all Local Government Units (LGUs) and other government agencies
concerned, all BILLBOARD OPERATORS are reminded to ROLL
DOWN billboard displays (tarpaulins), installed in Metro Manila including
Northern and Southern Luzon Areas, (as stated in Preventive Measure No. 3).

There are no public storm warning signals raised yet in Metro Manila and
other areas affected. However, according to PAGASA, Metro Manila will
experience strong winds and gustiness due to Southwest Moonsoon, that will
cause damaged to tarpaulins and pose danger to life and properties.

ADVERTISERS and BILLBOARD OPERATORS are hereby requested to
support and cooperate with the call of the government’s PREPAREDNESS
PLAN.
